Assign private issue

Hello.
I'm using mantisbt latest version and I have a fast question for you.
I've set all projects as private and only managers can see private bugs.
I'd like to configure my system that when a manager assign a private issue to a user with a lower level than manager (e.g. a developer), the user can see/manage that issue (now he gets "access denied", because he's not the user who opened the issue nor he has the needed access level).
is that doable by changing the config files? is that doable only by changing the PHP files (in this case: has someone already succesfully implemented it)? or is that simply not doable?
