How to Cutomize Assign To List

Hi,
I am customizing mantis 1.2.12. In the assigned to List for each status I want only particular access level users to be visible,
Like if the Status of Bug is New, then the reporter should be able to assign this bug only to Manager.Other users should not be visible.
Any solution???
