Windows email SMTP

Hi all,
Can anyone tell me if I need to install phpmailer in addition to mantisBT?
Also I'm confused as to whether I should be using the config_inc.php setting to configure SMTP, or the php.ini file ? & Which does mantis refer to when sending email?
Thank you for your help - I'm V. frustrated/confused with this and the web isn't great for windows install!
