I have a Problem with the "Assign To"-Function on Custom-Status in Workflow.

The Assign-To-Function is not visible on the Custom-Status.

Is it possible to show the Assign to Function on a Custom-Status?

Have a look at page Manage > Manage Configuration > Workflow Transitions

I can't find a option to activate the Assign To - Function on Custom Workflow-Status.

Is there a config-option which must be defined?

You have to ensure that next status "Assigned" is checked if current status is your custom status.

Its possible with a admin user but the reporter cant't change the assigned person.

Is that possible?

Have a look at page Manage > Manage Configuration > Workflow Thresholds
Enable check box for column reporter in row "Assign an issue"
