How can I disable Time Spent or set is to zero as default?

I am not sure what you mean with it.
There is no "Time spent" in a standard mantisBT with default settings.
This means that you installed a plugin or you enabled time tracking.
Search your config_inc.php for $g_time_tracking_enabled.
