What is the cost of standalone installation ? How many users can we have maximum? Our organization has 500 user minimum. Can we have 500 users for a standalone webserver?

There is no hardcoded limit in Mantis. It depends on server hardware, network, user activity, ...

Depends on the server and especially on what your users are doing.
E.g. we are running more than 30000 users on https://www.mantisbt.org/bug on a single virtual server, but most of the time there are just a few users entering, commenting or viewing issues at the same time.

Yes, I meant overall. What would be the webserver cost approximately for 400-500 users? will there be any cost apart from that?

Hardware costs depend on what you want generally (redundant parts, RAID, ...) and what you need in terms of CPU, memory, .. (as I said before, this depends mostly from user activity)
Installation costs depend on the skills of the person that installs the system and the hourly wage rate.
Configuration costs depend on the amount of initially configuration you need, the skills of the person that configures the system and the hourly wage rate.
Maintenance costs depend on the amount of changes of configuration you need, the skills of the person that configures the system and the hourly wage rate.
