Email for updates to related issues

Is there a way to send emails for updates on related issues? Given the example below
Issue 123 is opened and assigned to user 1
Issue 789 is opened and assigned to user 2 and is set to related/child of issue 123
When user 2 updates/closes issue 789 is it possible for user 1 to get an email notification given that the two issues are related?
I know there is a bit of a way to configure this by setting up certain access levels to receive certain updates but the problem is I don't want everyone within a certain access level to receive these emails.
