how to customize the bug_change_status_page. I want to customize the title and button tags on this page.

It's not clear what you are asking for.
You should add a screen shot and put some markers on the labels you want to change.

If I may, may be what is meant is "is there a configuration setting where the manager could set the layout of the page" as for the bug_view_page..."?
