Roadmap with closed issues, but no changelog

Here's a strange one

Brand new install of 1.2.19 on IIS, PHP 5.6, MariaDB 10.1.

Loaded up some issues, set target versions and completed versions on some.

The Roadmap gets populated and looks OK. But the changelog is blank. Example images attached.

Hoping this is a bone-headed confusion on my part.

You have to set "Fixed in Version" to populate changelog.

Yep, see the first screenshot. Fixed in version is set on some.

Did you set version 3 to obsolete?

Thank you for the reply. No, I didn't set those versions to obsolete.

This is really strange and after running Mantis for well over 10 years, I can't think of an explanation for this. The config on Linux at Digital Ocean works as expected...
Unfortunately, this was on Azure (fully self-contained deployment, no Azure services used) and one of my engineers destroyed the VM it was running on last night. So, I need to start from scratch on a fresh testing install again. I'll report back when it's rebuilt.

VM is restored. Versions are not obsolete. I'm not sure how to proceed debugging this.

Are you able to reproduce it using Mantis2Go? (see my signature for it)
Are you able to reproduce it with a fresh install of 1.2.19 without any changes in source (you changed at least CSS) and without any plugins installed?
