How do i change the configuration so that user can only reopen resolved bug and cannot reopen closed bugs?

Goto page Manage > Manage Configuration > Workflow Thresholds
There are two rows that affect the behaviour:
- Status where an issue becomes read only (set it to "closed")
- Update readonly issues (enable check boxes for those access levels that should be able to change read only issues)
