Relatively new to Mantis and hope this is not a dumb question

I have installed a plugin which works great, but it only is visible and usable to admins of the system. (I installed the plugin as an admin user)
I cannot find a place where plugins are restricted to users to unlock my problem.

Can someone please point me in the right direction.

Hard to say anything as you did not tell which plugin has been installed.
Some plugins offer a configuration page where you can set the access level which is needed to use the plugin.

Oops most important piece of information
Plugin is the Ajax User Monitoring 0.1 Convert users monitoring text input to an ajax control

The plugin allows multiple monitors to be added at once. by typing the first few letters of a user it will display all possibilities that fit from the user base.

I don't know this plugin.
It's not listed at https://github.com/mantisbt-plugins
