when a developer set the issue Resolution to duplicate, i expect that MANTIS will force the developer to choose the original issue that it duplicate to.
but mantis not force the developer to do it

You could write a plugin or a custom validation function to get what you want.

To have it in standard MantisBT product, you could open a feature request at http://www.mantisbt.org/bugs and hope that someone will implement it.
It would be even better, if you implement it yourself and send a pull request to https://github.com/mantisbt/mantisbt
