Hi

I am using Mantis version 2.3.1

In this version a reporter 1 could not reopen a resolved issue reported by another reporter say reporter 2. Please suggest can give permission to a reporter to reopen all issues

Goto page Manage > Manage Configuration > Workflow Thresholds.
There is a row "Reopen an issue"
Enable checkbox in column "reporter"
Click "Update Configuration"

This is already set. Please refer attached screen shot. Bu this is still not working.
