Hello,
How to configure mantis like that:

User can see only issues unassigned and assigned to him.
Other users can't see issues assigned to somebody else

Can anybody help me with this ?

There is no configuration option for this.
You would have to change source code to get what you want.

BTW, isn't it a bit strange that a user can see an issue if it's new and he will get something like "Access denied" one minute later because someone assigned the issue to another user?
