Email notification - monitoring issue - how to disable

Hello,
is it possible to disable email notifications when a user is just added to monitor the issue ? It is not neccessary to receive email notification when you are handler and some user added to monitoring another user (reporter). Brand new added user should receive it though.
It is the latest one, 2.18 version
