Can the classification of submitting question pages be set to non-mandatory items?

Please elaborate here, question is not clear to provide proper answer.

Can this category be set to be not mandatory?

Previous uploads of pictures were unsuccessful, just uploaded a picture, you see whether this classification can be set to not be required to fill in, as if the old version is OK, thank you very much for your help!
