Activities sort order

Hi,
I have a question about the sort order of the Activities. I know there seem to be 3 ways of changing this but I'm trying to understand the precedence of them all.
So ... there's g_default_bugnote_order, there's g_bugnote_order and then there's the user preference setting in the admin screen.
As far as I can understand, I can change the order for existing users, one at a time, by changing the value in the admin screen. But what about new users? Do I then have to change the g_bugnote_order value? Or do I have to do the unthinkable and change the value of g_default_bugnote_order or change the value of g_bugnote_order for future users, when I create them?
And is there a way of changing the order for all the current users or do I, as stated above, have to change the admin value for each user (yawn
