How to send an announce email when new bug is created in a project

We have a certain project where my developers want to get emails when an issue is created.
What is the best means to do this?
Is there a plugin that would perform this task?

Enable marked check box on page Manage > Manage Configuration > E-mail Notifications

It is set for the projec which is selected in the project selection drop down.
