Hello,
We have an old Mantis server version 1.2.19, I installed a new server (windows 2016) with Mantis version 2.24.3 and I would to restore the old database from old Mantis server to the new one:
Can I do the upgrade/restore in one step 1.2.19--> 2.24.3
Can I use MYSQL 8.x
can I use PHP: php-7.4.11-nts-Win32-vc15-x64

Yes you can ( but do ensure a backup is available), MYSQL is fine, PHP is fine
First transfer the old version completely to the new server and ensure it is working, next follow the instructions as can be found in the admin guide
