User Registration

Hello!
One question or better two:
- Is it possible to modify or delete the register?
- Can a type of permit be assigned to those who have just registered?
(I would not like anyone to be able to register, I would only like to be able to create the accounts myself or have an approval procedure if a new user wants to register)
