mantisbt.org unusably slow

It takes upwards of 30 seconds to load any page on mantisbt.org - forum, bug, blog, anything. Do we need to start a crowdfunding campaign to pay for new server arrangements?
I am not able to reproduce at the moment.
From time to time there are DDOS attacks on mantisbt.org.
