We are currently using Mantis BT version 1.1.17. We are planning to upgrade to new version 2.24.2.

Is it possible to upgrade from 1.1.17 to 2.24.2?

The current mantis is running in Linux. We want to host in Windows.

Please guide us how to go do it?

I would suggest to move the entire installation to windows first.
Next do the upgrade in one go according normal update process, see the admin guide.
