Comments anchor

When you click a link to a comment, for example https://mantisbt.org/bugs/view.php?id=9193#c65681, the page will scroll to that comment. But because of the toolbar the comment is not complete visible, which may give the impression that the link is given to the comment that is under it.
This can lead to misunderstandings. Is there any way to correct this?
