How to Add a custom field for Requirements and Design bugs

I would like to add a custom field in mantis, so that when ever there is a bug which is related to Requirements or design phase they could report it as an issue for the respective person.
tell me if there is any procedure.

Under Manage -> Manage Projects -> TheProject -> Categories
you can have an issue automatically assigned to a person that matches a category.

This is correct,
but why the categorys are shown in the projects upstairs. And when a user reports a bug in the head project and use a category, it will not be assing to the developper, which is assignt to the category?
