Add the following line to file config_inc.php

$g_view_changelog_threshold = NOBODY;

where did you add that lione? It really is the correct way for suppressing that option.

If changing the setting in config/config_inc.php does not work, check also if "View Change Log" is set on page Manage > Configuration > Workflow Tresholds (Section "Others" on the bottom of the page)
