How to register for account at mantisbt.org/bugs/?

https://mantisbt.org/bugs/signup_page.php is disabled, apparently due to spam. Consequently, is there a way to register an account? If so, it might be good to display it prominently, because it's difficult to adopt software that makes it difficult to report bugs.
