Making Assign To required on Change Status

I've had some problems with people forgetting to reassign a bug when it moved from development to testing. I have been able to get the assign to drop down list to default to blank, but now have the problem of people forgetting to change that to an actual value. I was wondering if anyone knew a way to make assign to a required field on a change of status.
