Limit who can be assigned ticket on per project basis

Is there a way to limit who can be assigned to a ticket on a per project basis?
I have a number of users who are administrators, but may not be involved in a specific project and therefore don't want to be assigned anything. I know I can remove assigning of administrators as a whole, but is there any way to create a per project whitelist to determine who can be assigned? Or a blacklist?
