Developer cannot resolve the ticket mantis ver. 2.25.7

I have several projects. I have created a user with the developer role for each project. One of the developers, despite having the role assigned, does not have the ability to resolve a request. Interestingly, if I change the user's affiliation to a project in which the second user has the developer role and can resolve requests, the first one also receives the ability to resolve the request. If I return the user to the original initial project, te loses the ability to resolve the request. Can someone help with this and explain where I could look in the configuration.
