Locked out of Administrator account

The only administrator is not available for our MantisBT 2.26.1 instance and we have no access to the email for the administrator. Is there a way to change the administrator or add an administrator in this situation?

There is column access_level in database table mantis_user_table.
Set the value of an existing user to 90.
