Replacing phpBB an option?

I was wondering if there's any chance this forum may move from phpBB to something more modern and intuitive.
phpBB is great in that it has a small footprint and is still kept updated by the development team. But I think I'm being objective when I say that it looks so dated that it may scare people away, and it's just not at all user friendly.
Better forum software may require more resources, plus there is the work to set it up. One costs money, the other costs time. Then there's migration though I'm not sure if it's absolutely necessary - I guess it would be an option to keep phpBB as an archive and start fresh with the new one.
If time and money are an issue, there's the option to get SaaS for free, like in this offer by Discourse.
Anyway, I'm a big fan of MantisBT but I'm worried that without a vibrant community, development will come to a halt and the product may become obsolete. A decent forum software can make a difference in my view.
