Is it difficult to modify the attachment functionality on the 'View Issue Details' page in 2.x?

We were previously using version 1.3.0 of Mantis, where there was an option to upload and add attachments on the 'View Issue Details' page, as shown in the image. In the new version (2.27), this feature is missing. I would like to know if it's possible to restore the 'Add Attachment' feature on the 'View Issue Details' page in version 2.27?
Note: In version 2.27, the option to upload attachments is located under the 'Note' section, not under the 'Issue Details' section. Compared to version 1.3.0, version 2.27 is missing a window for attaching files under 'Issue Details'.
