after submitting an issue, the summary and description fields are not showing correctly.

Summary : 0000001: tính n?ng tìm ki?m hi?n th? k?t qu? không chính xác
Description : không tìm ki?m ???c theo keyword nh?p vào d?ng unicode

meanwhile it should be

Summary : 0000001: tính năng tìm kiếm hiển thị kết quả không chính xác
Description : không tìm kiếm được theo keywords nhập vào dạng unicode

I have checked the page source, and it's using utf-8 already.

Ended up with changing collation of database to utf_unicode_ci

1. What Mantis version are you using?
2. What DBMS are you thing/verison?
3. Was this a fresh installation? If not, which version did you upgrade from?
