Is it possible to shift the Project drop-down on top of Reproducibility or anywhere on the advance reporting screen

Reporting an issue is always done against the current project. This is important since the fields that are shown in the report page (i.e. custom fields) are based on the project selected. This can be done dynamically through javascript /ajax, however, it is not currently supported.
