The following email preferences in "my account" :
Email on Assigned
Email on Status Change
Email on Priority Change

seem to keep on emailing the users regardless of whether they uncheck them or not.

Would that be a bug in 0.19 ?

I fixed some bugs in this area in the next release (e.g., #5132, #5133).
