Sorry, this might be a dumb question... but I'm going to ask it anyways:

I am currently running version 1.1.0rc3 (i.e. the latest development version). I noticed that versions 1.1.0 and 1.1.1 are now available. Which version should I upgrade to? I want to be running the latest and greatest.

I wasn't sure if 1.1.0rc3 is newer than 1.1.0 or 1.1.1... or if there is going to be a 1.1.0rc4.

You should upgrade to 1.1.1 which is newer stable version.
