Memory Issue

Hello,
We have been experiencing a memory issue for a few days without any change in the configuration or any big data growth.
Here is the errors_php.log :
15-Feb-2008 15:11:16] PHP Fatal error: Allowed memory size of
16777216 bytes exhausted (tried to allocate 189 bytes) in /ap\
pli4/projects/prod/apache_2.0.53/htdocs/mantis/core/config_api.php on line 38
We're going to change de php_admin_value memory_limit bug I'm
wondering why this script is so heavy. Do we have to monitor it?
Is it a normal memory rate?
Here are some data :
- almost 100 projects
- 700 users
- file are on the disk
