1.1.0a2 and 1.1.1 are in utf8 codage but i have any problems with accents.

For exemple :
étrange (1.1.1)
étrange (1.1.0a2)

It's the same database but the data are not read in the same way depending on the version of Mantis.

Help

In my opinion there is a 2 encoding data for the accents.
The version 1.1.0a2 decodes well 2 sets of characters, one sees no difference in the display.
For version 1.1.1 some accents are correct others do not.
