When setting the access level of a user the dropdown list is defaulted to reporter. There is a option of default access level in the dropdown this is the level I would like as the default in the dropdown list. Where is this setting so I can change it? Can I change it?

Try setting $g_default_new_account_access_level in your config_inc.php file.
