Notifications to Managers and Admin

How do I set it up so that all managers and admins on a project get notification when a new issue is created?

I have looked everywhere and cannot make this happen.

Manage -> Manage Configuration -> Email Notifications.
Make sure you are in the correct project scope (dropdown in upper-right).
To apply to all managers and administrators for all projects, use the "All Projects" scope.
Check the boxes for the " Status changes to 'new' " option row under the "Manager" and "Administrator" access level columns.
