Steps To Reproduce Not Showing For Every User

It appears that the "Steps To Reproduce" section is only displayed if the user is an Administrator.

Is there a way to force this section to display for every user?

Steps to reproduce are shown in Advanced Mode, are the users reporting in advanced mode?
