I would like to migrate my installation of Mantis 1.1.1 from one machine to another, then upgrade.

Are there instructions online for the migration process? Is it as simple as doing a regular install of 1.1.1, migrating the DB using the regular MySQL tools, then pointing the new installation to the migrated DB?

Yes, just migrate the database, migrate the code, check if everything is ok, then upgrade
