I would like to make an update from 0.19.0 to 1.0.0 (both stable version), is this possible or is it necessary to update first do 0.19.3 and then to 1.0.0?
when does the stable version 1.0.0 appear?

I think it's possible, as Mantis includes a bunch of upgrade scripts. You might want to read this post: http://forums.mantisbt.org/viewtopic.php?t=814
