Anonymous Mode

I posted this to the configuration forum yesterday, but maybe that was the wrong place...
I've been looking through lots of documents but I could not find information about how to configure Mantis 1.0.0rc2 that after selection of .../index.php the main page instead of a login page is displayed (anonymous mode).
I've seen several bug pages - the most famous of them "http://bugs.mantisbt.org/main_page.php" ;-) - and they show the start page instead of the login page.
So how can I configure my installation to behave it this way?
