Is there a way to Report an issue and also Assign it all in a single transaction?

No, you have to modify the code.

Maybe this is not what you want,
but if you configure advanced report to be used when entering an issue, this can be done without changing the code.
Just set configuration option show_report to value 2 on your configuration.
