Windows 2008 Server Installation Problem

Hello Everyone,
I am in need of some installation help/troubleshooting. My company has given the go ahead to replace the Bug Tracker. It has to be running monday on the production environment Server 2008 64 bit, details below.
I install all necessary components no problem. The mantis install.php fails. Everything Passes/Good execept:
Attempting to connect to database as admin
BAD
Does administrative user have access to the database? ( A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond. )
I can log into MySQL with multiple users and create databases with them. I have tried combinations of user/pass but no luck. I have read all the messages posted here regarding this and none have helped. I am in need of desperate help as I do not want to live with Bugzilla!
OS: Windows 2008 Server 64 bit inside VMWare 6.5.2
Mantis v1.1.8
MySQL: 5.1.41 Server General Community
PHP: 5.3.1 Non-thread safe - php-5.3.1-nts-Win32-VC9-x86
Webserver: IIS 7.0 that comes with Server 2008, fastCGI Configured and working as I can run PHP Info and install.php for mantis.
Any help would be appreciated I would really like mantis to be the solution.
