Does disabled projects still consume memory space? in sql ?

Hi ALL,
I'm Clay. Me and my work mates have been using this system and loves it especially the way it monitors but recently, we are having storage problems.
So here are a few questions...
Do disabled projects still consume memory space? in sql ?
If the answer is no, how do we delete completed projects that we no longer want to use to free up some memory?
Also, what are some steps to running the system faster efficiently?
I'm just overseeing the probability that these problems will arise later on when so much data has been put on.
