Translator Role

Translators will work closely with role_globalization_developer to do the following:
- Maintain localization files for a specific language in one or more encoding.
- Submit regular updates to mantisbt-lang / bug tracker.
- Provide feedback on the localization / globalization support in Mantis.
- Provide feedback on the infrastructure used to localize Mantis.
