Summary	0013405: File attachments are corrupted on PostgreSQL
Description	When I attach a file to an issue, the data is corrupted when saving. If I download the uploaded file or extract the data out of the database directly, the contents are totally different. Not only that, but the MIME type is also wrong (text/plain; charset=us-ascii) when I download the file, despite it being correct in the database.
Steps To Reproduce	Open an issue and attach a PDF file to it. Download the file and observe that the contents are gibberish.
