Summary0002029: Mails are sent out in the wrong language
Description

When I receive mails about a bug, they are in the language chosen by the user who caused the mail to be sent out.

To reproduce:
1) Make user D and set his language to DANISH
2) Make user E and set his language to ENGLISH
3) Make sure user E is set to receive notification if a bug becomes assigned to him.
4) Report a bug with user D.
5) With user D, assign the bug to user E.

User E now receives a mail in Danish.

the catch here is that all users are mailed once.

To send a mail to each individual user might cause performance problems.

a reasonable solution might be that the mail language is set in a predefined option.

The easier way would be a global option that the admin could configure which might be done for 0.17.x.
A more refined soultion would be to implement it on a per-project basis, which would likely require a database change, so that would have to wait until another major release.

How about batching mails per language? My guess is that often, most users that receive mail about a bug, have chosen the same language. The remaining few can then be mailed separately. I'm not into any of those details, though.
